The Army DIMHRS program has taken a new approach based on guidance received from the Deputy Secretary of Defense on 16 January 2009.  The DIMHRS program will continue capitalizing on the significant work already accomplished through the current Business Transformation Agency (BTA) and Enterprise Program Management Office.  However, the new approach is to have the BTA and
services determine the system's "core enterprise requirements" so the BTA can have these developed.  Once these core enterprise requirements are fully developed, they will be handed off to the services in order for them to develop their own personnel/pay solution using the core enterprise requirements to the maximum extent possible.  Upon receiving the core enterprise requirements, each service is required to establish a governance board and acquisition program to manage their respective programs.
