EMPLOYMENT – 26 Years of Active Military Service

Leadership and Organizational Development.  Superbly led organizations of up to 100 diverse technicians, supervisors, and managers.  Ensured highest levels of performance through comprehensive training, strong rewards and recognition programs, emphasis on teamwork and safety.

Chief, C4/IT Investment Strategy Division, HQDA CIO/G-6 Directorate         

Headquarters, Department of the Army, Pentagon, Washington, D.C.                                        July 2004 to July 2008

  • Directed the development, coordinating, and implementation of the investment strategy for the Army's Command, Control, Communications, Computers, and Information Technology (C4/IT) programs.
  • Supervised/managed 10 personnel and $7 billion in Information Technology programs. 
  • Supervised and directed the Army Portfolio Management Solution (APMS).
  • Reviewed all C4/IT unfunded requirements from MACOMs for validation to meet Army Knowledge Management (AKM) goals.
  • Led and oversaw the Army Knowledge Management Goal 1 Waiver Process that ensured all non-programmed C4/IT purchases were reviewed and approved by the CIO/G-6 Senior Leadership and the G-3.
  • Process in excess of 746 C4/IT Goal 1 Waivers valued at $300 million dollars during FY08.
  • Created and presented technology briefings at national conferences and symposiums.
  • Created & defended program budget submission to higher headquarters and the Department of the Army.
  • Routinely corresponded with the Department of the Army, OSD and the Joint Staffs’.

Dir, Resource Integration/Office, Asst Chief of Staff for Installation Management

Headquarters, Department of the Army, Pentagon, Washington, D.C.                                   July 2003 to July 2004

  • Directed the Resource Management Directorate within Office of the Assistant Chief of Staff for Installation Management, Army Reserve Directorate.
  • Supervised/managed 4 personnel and oversaw the supervision of 40 plus personnel within the budget offices of the Army Reserve Engineer Directorate. 
  • Responsible for $4 billion of annual and multi-year appropriations within the Army Reserve Engineer Directorate pertaining to military construction, real estate, environmental and base operations.
  • I was the Army Reserve representative to the HQDA Installation (II) Program Evaluation Group (PEG). Reviewed all C4/IT unfunded requirements from MACOMs for validation to meet Army Knowledge Management (AKM) goals.
  • We prepared, justified and defended Military Construction Army Reserve (MCAR), Organization and Maintenance Army Reserve (OMAR) and Reserve Personnel Army (RPA) dollars within the II PEG>
  • Compiled and reviewed the Program Objective Memorandum (POM) Submission, Budget Estimate Submission (BES) and President’s Budget (PRESBUD) to HQDA and the Office of the Secretary of Defense (OSD).
  • Routinely corresponded with the Department of the Army, OSD and the Joint Staffs’.

Industrial College of the Armed Forces, National Defense University

Student, Senior Service School - The Industrial College of the Armed Forces (ICAF).

The Industrial College of the Armed Forces (ICAF) is to prepare hand selected military officers and civilians for senior leadership and staff positions by conducting postgraduate, executive-level courses of study and associated research dealing with national security strategy and the resource component of national power, with special emphasis on acquisition and joint logistics, and their integration into national security strategy for peace and war.

Chief, Budget Officer/Resource Management Officer

Headquarters, Chief of the Army Reserve, Pentagon, Washington, D.C.                                      August 2001 to August 2002

  • Chief, Budget Formulation for the Operations and Maintenance Army Reserve (OMAR) and Military Construction Army Reserve (MCAR) within the Chief Financial Management Office, Office of the Chief, Army Reserve.
  • Supervised/managed 7 personnel assigned to the Budget Formulation Division.
  • Responsible for $4 billion of annual and multi-year appropriations within the Army Reserve Engineer Directorate pertaining to military construction, real estate, environmental and base operations.
  • Responsible for the formulation of a $1.7 billion dollar appropriation and financial oversight of Military Construction, Army Reserve appropriations.
  • I advised the Chief Financial Management Officer, Chief, Army Reserve, Congressional and Senate staffers on various related budget actions to include Army initiatives, Congressional language changes and programs reviews that impact the Operations Maintenance and Military Construction appropriations.
  • Routinely corresponded with the Department of the Army, OSD and the Joint Staffs’.

Comptroller/Director of Resource Management

U.S. Army Special Operations Command, Fort Bragg, North Carolina                                          April 1997 to July 2001

  • Comptroller/Director of Resource Management for the US Army Civil Affairs and Psychological Operations (USACAPOC) (Airborne) and Major Subordinate Command Comptroller consisting of US Army Special Forces Command, 75th Rangers, Special Operations Support Command (SOSCOM), and the 160th Special Operations Aviation Regiment. 
  • Supervised 29 military and civilian personnel. 
  • Responsible for formulating and execution of a $30 million Reserve Personnel Army (RPA) and a $300 million Major Force Program-11 (MFP-11), Operation and Maintenance (OMA) command operating budget. 
  • Responsible for all pay and allowances for 8,000 reserve personnel, 1,600 active duty personnel, and 250 civilian personnel assigned to 69 units throughout 26 states.
  • Responsible for POM Submission of $168 million dollars in Reserve Personnel Army and $132 million dollars in Major Force Programs-11.
  • Routinely corresponded with the Department of the Army, OSD and the Joint Staffs’.
