DFAS will be replacing the Retired Pay System (DRAS) with a new, ERP system based upon Peoplesoft software from Oracle.

If any of this sounds familiar, then you must have been involved in or around a similar active army exercize called DIMMHRS!

An ominous portent is the job description for the Subject Matter Experts (SME) to be hired for the project, in which the words "defense" and "army" and "retired" are not to be found!  

The cynic might say this sounds a lot like the old "you guys start coding, meanwhile, we'll figure out what they want the system to do" approach.
