School Commandant's Update to RAFINO/RAFINCO Reunion

At the Sunday, 7 Oct 2012, joint RAFINO/RAFINCO business meeting, Col Troy Clay, Chief of Finance and Commandant of the Army Finance Financial Management School provided a very informative presentation on the challenges facing the financial management community in light of recent changes in the functional, doctrinal, economic, and political landscape.

Col Clay spent a good deal of time on the consequences of the merger of the 44 and 36 specialties and the organizational/force structure implications of these changes.  One interesting observation was the poor fit to the Army's traditional "pyramid" staffing philosophy when trying to address the experiential and skillset requirements of the Financial Management area, with the suggestion that our requirements more closely resemble those of the Legal and Medical areas - i.e., heavy in the middle and light at the top and bottom.  This staffing philosophy resembles a "diamond" shape as opposed to the traditionsl "pyramid" shape.

He also pointed out that, until the systems to replace the now defunct DIMHRS are fully implemented in 2016, the FM area still "owns" Military Pay.
