LTC William A. Bayliss Jr., USA (Ret), age 81 passed away December 6, 2023.

He was preceded in death by his parents, Genevieve and William A. Bayliss Sr. and his brother John Robert Bayliss. He is survived by his wife Terry, children William III and Mary Frances Snider, 4 grandchildren and 2 great grandchildren.

LTC Bayliss was raised in South Orange NJ and became the youngest Eagle Scout at the age of 12 in Troop 10 Orange Mountain Council NJ. He was a graduate of St. Anselm’s College with a BA degree in Economics, and an MBA from Indiana University. He enlisted in the US Naval Reserves in 1962 and transferred to the US Army, attended Officer Candidate School at Ft. Benning GA and was commissioned an Infantry 2LT; served in Vietnam and Germany, and multiple major commands in the DC area until he retired in 1984.

His military schooling included: Infantry Officer Basic, Airborne School, Jungle Warfare School, Finance Officers Basic and Advance Course and Command and General Staff College.

His military honors include The Defense Superior Service Medal, The Bronze Star, The Defense Meritorious Service Medal, The Army Meritorious Medal, The Army Commendation Medal (with 1 oak leaf cluster), The National Defense Service Medal, Vietnam Service Medal, Army Service Ribbon, Republic of Vietnam Campaign Medal, Overseas Service Ribbon, Vietnam Cross of Gallantry with palm, Parachutist Badge, Jungle Expert Badge.

LTC Bayliss was also recognized by The Army Finance Corps Association with an award of the Medallion as Distinguished Member of The Finance Regiment. LTC Bayliss culminated his military career by being inducted into the Infantry Officer Candidate School “Hall of Fame.”

Upon retirement he worked for a short while for Arthur Young CPA firm as a financial systems manager and Southwest Research Institute as an Accounting Manager. He retired from Southwest Research Institute in 2001. After retirement he pursued his love of golf and became involved in community affairs serving on the local Homeowners Association Boards, as Treasurer and President, and served on the Board of Directors of Southwest Research Federal Credit Union. He was a member of the Retired Army Finance Officers Association, The Officer Candidate Alumni Association, and The Disabled American Veterans.

On behalf of RAFINO, I offer my deepest sympathies to Terry and the rest of their family for their significant loss.  Reading Bill's obituary, it was obvious that LTC Bayliss was a Soldier to his very core and served his country most honorably.  He also distinquished himself in the US Army Finance Corps and Infantry Branch.
