(Update) The Army Comptrollership School was established at Syracuse University in 1952, which begun the Army's implementation of Public Law 216.  The passage of Public Law 216, as an amendment to the National Security Act of 1947, required that "comptrollers" serve throughout the Department of Defense (DoD) with the responsibility to curb the wastes of money.  Add yourself to this distinguished and historical career by applying now for the Defense Comptrollership Program (DCP).  A Long-Term Training (LTT) opportunity for Civilians and Military personnel from all services and career programs open to grades GS-11-13 and certain, GS-14 personnel may apply.  Army Military selection priority is for Active and Active Guard Reserve (AGR) Officers and Non-Commissioned Officers (NCO) in ranks senior Captain, Major, Sergeant First Class, Master Sergeant, and Sergeant Majors.

Item 1 of the article seems to continue the separation of Comptrollership from the (exclusive?) domain of the Finance Corps.  Confusing.
