Unless major changes have been made in the personnel world in quality control and data management since I was on active duty, this attempt at merging finance and personnel will end up like the last two, a failure.

One possible place where there will likely be more resource demand than anticipated is the every 30 days (or so) updated of the new database from the legacy systems. If the experience of DFAS with the periodic reconciliations and updates between MILPERCEN and JUMPS back in my day are a guide, IPSS-A will need to tightly manage these refreshes to avoid getting bogged down and potemtially damaging the credibility of the single database.
