1st VICE PRESIDENT–JIM MARTENS

Born in Manhattan, N.Y. Enlisted in the Army, attended Officer Candidate School and was commissioned 2lt Field Artillery 1969. Branch transferred and received a Regular Army Commission in Finance Corps in 1972 after serving a tour in Vietnam. Has been married to Glenna for 32 years and they have two daughters and four grandchildren. Jim had a variety of assignments and contributed his expertise at all levels. He retired in January 1990 and went to work for a Real Estate Developer in Washington D.C., who owns and manages Hotels and Office buildings. Jim is currently Executive VP and CFO for that company. Since 1998 Jim has been Second Vice President and is the Chairman of the Reunion Committee for 2000.

2 nd VICE PRESIDENT – RALPH DIXON Born in Dayton Ohio. Drafted into the Infantry in 1945, went to the University of Cincinnati 1946 and graduated in 1949 as DMG in ROTC as a 2 nd LT of Artillery. Went to Korea in 1950 as a forward observer. Spent 28 months as a POW.

Ralph transferred to Finance and served in various positions until Sept 1970 when he found his home at the Home of the Army Dollar. In the 11 years that he was at the Finance Center he achieved worldwide recognition as the most knowledgeable individual alive in two areas. First, he knew where the JUMPS pay of every Soldier was from the time the check was printed in Indianapolis until it was handed to the Agent for delivery. The second thing that nobody questioned was that Ralph knew more about Building #1 than anyone including the mice that lived in the basement or the squirrels that stayed in the attic.

He earned his MBA from Indiana University.  In May 1994 Ralph married Edith. Retirement after 34 years service was achieved in 1981. Ralph hosted the RAFINO Reunions in 1988 and 1990 and rumor has it that he will have to keep repeating until he gets it right. Of course the 2 nd VP is in charge of the 2002 Reunion.

SECRETARY/TREASURER – PHIL ANDERSON

Born in Georgetown, South Carolina, he graduated from North Georgia College in 1960 and entered Army at Fort Sill in the Field Artillery. In 1987 Phil returned to the Federal Government as a Civil Service Employee and is presently Chief of the Accounting Services Division of HQ. TRADOC.

Phil has been Secretary/Treasurer for RAFINO since 1994 and still says that the job is a labor of love. He is looking forward to January 2004 when he plans to join a lot of the RAFINO members by retiring retiring. He thinks that he will then chose what he wishes to do, when he wishes to do it, and determine how long he wishes to do it. (Ed. We need a dreamer such as this in this job.)
