RAFINO Report Remember Finance Flashes sent out from the FCUSA in your old days in disbursing? Our RAFINO buddy, Dick Dahoney, currently employed by DFAS in Cleveland, thought you just might enjoy the opportunity of "looking over the shoulders" of our active duty successors to get a feel for what is going on in "the business." Using the list of Email addresses we published in the Fall '97 RAFINO Report, Dick now sends to that entire Email list the Finance Flashes as they are generated. (As of the date of this writing Dick had included us "old timers" as "cc" Email addressees for the four Finance Flashes issued so far for 1998.) In Finance Flash 98-1, dated 2 Jan 98, Dick wrote, "To acquaint (or reacquaint, as the case may be) those of you unfamiliar with Finance flashes, it's an informal medium for exchanging items of interest to the Finance network on as close to a real-time basis as we can make. Our basic credo is, "We'll give you the information; you decide whether or not you need it." We have no "publication schedule" per se; we usually wait until we've got about two pages worth of stuff and fire one off. Most of our past activity addressed disbursing issues, but we've
also included some travel and vendor pay items. It's a means of advising the network of upcoming events (i.e., the new Treasury
check that went into use a couple of years ago). Some of our items are just to let everyone know of glitches some of the
network is experiencing so the rest of us can avoid them, or to broadcast an item of good news from which everyone can
benefit. We've also acted as a broker, putting out stuff for field DOs looking for an excess check signer, etc., and we've
disseminated items of general interest (awards, promotions, etc.). The success of this effort depends a great deal on an
extensive readership; please pass this around your offices, particularly your disbursing shops.
Keeping our address list current is also a critical need, so if your address changes and
