Colonel Stephen Lockridge 30 year career culminated after being assigned as the Director of Budget, Office of the Deputy Chief of Staff (DCS), G-8 (Resource Management). In this capacity he has conferred authority and responsibility for allocation and financial management of an annual $4 billion budget. The operating budget provides support to over 500,000 Soldiers and government civilians, charged with recruiting, training, educating and developing citizens for future Army Operations.
Over the last thirty years COL Lockridge has served numerous leadership positions. In 1989 he was commissioned a 2LT in the Air Defense Artillery Corps. Upon completion of the ADA Officer Basic Course in Fort Bliss, TX, he was assigned as a Platoon Leader in Charlie Battery, 2-2 ADA BN, 31st ADA BDE, Fort Hood, TX. While at Fort Hood he competed both Executive Officer and Battalion Adjutant positions before promotion to the rank of Captain and transferring to the Finance Corps. As a finance officer, COL Lockridge has served as a Disbursing Officer, Detachment Commander, Battalion S3, Battalion Executive Officer, Brigade S3, Executive Officer to CG (SSI), Deputy Director Security Assistance (FWD), Director, Financial Management (FWD), Commander (Harrisonburg Army Recruiting Battalion), Director of Deployment and Transformation (GFEBS), Director, 18th Financial Management Support Center, and Deputy Director Resource Management (FWD).
COL Lockridge’s military awards and decorations include the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (6 OLC), Army Commendation Medal (4 OLC), Army Achievement Medal (2 OLC), Joint Service Meritorious Unit Award, National Defense Service Medal (1 OLC), Afghanistan Campaign-Combat Medal, Iraq Campaign- Combat Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal (1 OLC), Humanitarian Service Medal, Overseas Service Medal (3 OLC), NATO Medal, Army Staff Identification Badge, Recruiting Badge, and Air Assault Badge.
COL Lockridge receivedaBachelor of Arts degree in Computer Science and Accounting from Washington and Jefferson College in Washington, PA. He also holds Master degrees from the United States Army War College in Carlisle, PA and the Naval Post Graduate School in Monterey,CA.
